John Fredy Hoyos, president of the Association of Departmental and Municipal Public Servants of Antioquia-Adea, was the one who described how this movement is being carried out, since this denunciation came to the union from several secretariats and decentralized institutes like the hospital itself, where according to The complaint to the officials are distributing marked ballots and the amount that they deliver is governed according to the salary, between 1 and 3 ballots.
"Hoyos also assures that this alleged irregularity is happening in working hours and is made by officials who have hierarchy and work teams or subordinates"

Although it is true that the purchase of the ballot is not mandatory, employees could be or feel pressured to acquire it because it could depend on the continuity or extension of the labor contract, and consequently some have had to keep the ballots.
