In the framework of the last meeting of Global Gaming, we had the opportunity to interview the two spokespersons of the best-known laboratories in Colombia on various aspects that are disturbing the Colombian market at this time.
The confusion created by resolution 20161200013844 that establishes THE GUIDELINES TO BE ACCREDITED AS A LABORATORY BEFORE COLJUEGOS and the resolution 20171200010764 where they are only contemplated as the resolution says, "the guidelines to follow up and control the operation of game elements that include mysterious prizes ", leave in suspense the requirements to take to the laboratory and make the process, in this, there is no standard or protocols for laboratories to work on it ... this has been a breeding ground for operators to guess the certification of whether or not it is interconnected or mysterious progressive.
Then it is not possible to meet a requirement when the person who requires it is not clear, as has been done with other projects that have been very clear and precise.
Initially we transcribed the most extensive, which was attended by Georges Didier, is a good friend of us and is Representative of Government Relations and Business Development for Latin America of GLI, laboratory with more than 28 years of experience in the accreditation of Gambling sector around the world.
M.V.Corp: Georges, The interaction with Coljuegos is very intense by GLI, is there a project that is in process right now?
GEORGES: GLI's mission is to support regulators in their management, giving them the support and advice they seek or need. We know that Coljuegos actively works to maintain the regulated market and seeks to establish regulations for the different types of games that may exist, with the purpose of establishing clear rules in the operation thereof.
In all the processes of standards development, we have actively participated by commenting on them based on our international experience and our understanding of the local market. We are faithful believers in this type of public consultation, it gives transparency to the industry and favors the possibility that all sectors are impacted by the regulations can externalize their opinion, ensuring that the regulator can count on elements to define the best regulation with all the bases necessary.
From GLI and in joint work with NMi +, we are working hard on the certification of online operators who have requested our services, as well as suppliers that seek to evaluate their products in order to advance their compliance process and be ready to offer their products locally.
Likewise, we continue working on the certification processes of virtual games, route machines as they are popularly known, and updates to monitoring and control systems.
GLI is prepared to receive all supplier requests for all regulated markets in Colombia.
M.V.Corp: There are rumors of a homologation of machines in Colombia by some operators, has GLI received any instructions or comments about them from Coljuegos?
GEORGES: At the moment, the only regulation for machines that Coljuegos has in force is the "METS in premises whose main commercial activity is different from that of gambling halls of luck and chance", regulation established in 2016. If there is a regulation of another type, GLI will be prepared to receive the corresponding certification requests for homologation.
M.V.Corp: According to the request of Coljuegos, the machines that have progressives must certify their randomness and not dependence on a server or stand alone operation. GLI has the standards GLI-12 / GLI-17 can these be applied for the request of the regulator? or should they be more specific - Coljuegos I mean- to be sure that it must be certified?
GEORGES: Through Resolution 201712000010764, dated May 24, 2017, Coljuegos established the requirements to monitor and control the operation of game elements that include mystery prizes. This Resolution clearly indicates the requirements that must be met.
GLI, as an accredited independent laboratory, has the ability to certify that these requirements are met by specific tests to the system / software that generates these mysterious awards and for this we refer only to the points indicated in said regulation.
The certification that GLI performs by jurisdiction will always be limited to what the technical regulations of that country indicate. The technical standards GLI 12 and 17 are available not only for industry but also for regulators if they consider it necessary to use them as a basis to develop their own technical requirements or as some jurisdictions in Latin America have done, to adopt them in their whole.
MVCorp: that is to say, there is no formal requirement to apply to Colombia and only the "resolution to monitor and control the operation of game elements that include mystery prizes" are contemplated, as the resolution says, but not the requirements to take to the laboratory and do the process, nor cite any of the standards mentioned*
M.V.Corp: What comments do you deserve the online interconnection project in Colombia?
GEORGES: We understand that online interconnection in Colombia has been progressing since its initial regulation and operators have been working together with the manufacturers of them to be able to have these interconnection systems installed in their gaming halls. GLI has certified the vast majority of online interconnection systems for Colombia, including local manufacturers. We celebrate all the efforts made by our Latin American regulators to improve the control and supervision processes that likewise benefit not only the local operator but also give an impulse to the development of local software, which gives us the opportunity to work with Latin American manufacturers. and support them in their first experience in the certification process.
M.V.Corp: Georges, who can tell us - in summary - of GLI's participation in Global Marketing
GEORGES: GLI has been very committed to the advancement and growth of the gaming industry in Colombia and Latin America since our inception almost 20 years ago, supporting the regulator in its efforts to advance standards development processes and ensuring that manufacturers and operators are in compliance with the standards that regulators establish.
Events like this allow GLI to talk about challenges and opportunities with the different players in this market and favors the professionalization of the sector.
Actively participating in events allows us to be more in touch with the industry and to be aware of trends.
During the event we saw that both manufacturers and operators are aligned towards the same objective, and that is to sustainably grow the gaming industry in Colombia. For example, the workshops and conferences dealt with important issues related to the activity that have been discussed in the region.
GLI had an active participation in all the discussions and we thank the organization of the event for having allowed us to contribute through these forums. The corporate show was well organized, and a large number of attendees interested in learning more about the role of the laboratory in the growth of the Colombian gaming market could be appreciated.
