Paraguay strengthens fiscal controls and accelerates gaming revenue

Paraguay moved further toward a stronger model of fiscal oversight and economic formalization in May 2026 after the National Directorate of Tax Revenue (DNIT) activated new traceability obligations for cryptoasset transactions while the National Gambling Commission (Conajzar) confirmed sustained growth in gaming tax revenue. The convergence between both developments reinforces the country’s strategy of protecting legal markets, expanding tax control and strengthening public revenue through regulated sectors.

The DNIT, led by Óscar Alcides Orué Ortíz under the framework created through Law No. 7143 of 2023, issued General Resolution DNIT No. 47/2026, establishing that platforms and individuals operating with cryptoassets above US$5,000 annually must submit a Cryptoasset Informative Tax Declaration through the Marangatu system. The first reporting obligation will apply to fiscal year 2026 and must be filed in March 2027.

The regulation requires reporting transaction dates, hashes, wallet types, origin and destination addresses, blockchain networks used, commissions, gas fees and gross transaction values. DNIT clarified that the measure does not create new taxes but instead introduces stronger traceability and tax monitoring mechanisms within rapidly growing digital sectors.

At the same time, Conajzar reported that gambling revenue reached PYG 74.612 billion, equivalent to more than US$12 million, between January and April 2026, representing a 6.7% year-on-year increase. April alone generated PYG 19.301 billion, approximately US$3 million, becoming the strongest month of the year for the sector.

The gaming authority, currently led by Roxana Carolina del Rio Villalba following the temporary departure of Carlos Liseras to the Senate, attributed the growth to stronger controls, operator formalization and intensified actions against illegal gambling.

The Ministry of Economy and Finance, led by Oscar Lovera, is also promoting tax modernization through digital monitoring systems and broader fiscal oversight. At the same time, Paraguay continues moving toward a more competitive gaming market with gradual concession liberalization and the future possibility of multiple operators per gaming category.

Analysts believe that strengthening financial traceability, protecting regulated operators and expanding oversight across digital and gaming sectors could position Paraguay as one of South America’s most dynamic emerging regulatory gaming markets.
