Colombia strengthened its position as one of Latin America’s leading regulated gambling markets after Coljuegos reported that the industry transferred COP7.2 trillion to the national healthcare system between 2022 and 2026.
Of the total, COP4.6 trillion came from national games administered by the regulator, while approximately COP2.6 trillion was generated by territorial products, including chance, lotteries and Raspa&Listo. The funds helped finance subsidised healthcare services for nearly 6.1 million low-income Colombians across the country’s 1,103 municipalities.
The 2022-2026 period accounted for 44.42% of all healthcare transfers made by Coljuegos during almost 14 years of operations. Since 2012, national gambling products have contributed COP9.7 trillion to healthcare, of which COP4.6 trillion was generated during the latest four-year period.
Online gambling transferred approximately COP1.76 trillion directly to healthcare and an additional COP1.3 trillion through VAT allocated to peace and development programmes in territories affected by armed conflict. The digital market reached more than 10.8 million active identity registrations and over 1.9 million recurring players each month.
Land-based gaming operations contributed approximately COP1.63 trillion to the subsidised healthcare system. Baloto, including all of its game formats, transferred around COP291.728 billion; SúperAstro contributed COP618.449 billion, while raffles and promotional games generated COP29.434 billion. Among territorial games, chance transferred COP1.33 trillion, lotteries contributed COP1.05 trillion, and Raspa&Listo reached COP177.163 billion.
The results were supported by regulatory measures including Decree 1486 of 2024, which established the national framework for raffles, as well as the introduction of a fifth digit for chance, operator capitalisation measures and authorisation of extraordinary draws. Coljuegos expects future healthcare transfers to continue rising following the reactivation of Virtual Sports Racing Bets and the launch of Keno.
