After finishing a 4-year concession on the operation of lotto with two companies in the Atlantic, the inefficiency that this contracted for the sector and tax collection for the health of Colombians was recognized.
The companies were Servicios de Occidente SA, whose legal representative is Jaime Fernández, is in charge of the operation in Barranquilla, for a total value of $ 27,725,546,586 COP, and Superservicios de Nariño SA, represented by José Pantoja, operates in the 22 Atlantic municipalities different to Barranquilla, for a value of $ 21.294'158.868 COP.
Both values complete the total value of the concession of permanent gambling in the Atlantic which is $ 49,019,705,454 million colombian pesos.
"As the commercialization was diminished in terms of the sale of the lotto to have those two zones, it was decided that the entire Caribbean was managed by a single company," said Cesar De la Hoz, Manager of Edusuerte.
The Departmental Company of Luck and gambling, Edusuerte, is the one in charge of administering the monopoly rent of gambling in the department of Atlántico in Colombia. Therefore, is also in charge of the tender along with Secop (Electronic System for Public Procurement) that took place on June 27, until Monday July 30, time in which interested companies submitted their proposals.
However, only one interested company was submitted to this tender according to César De la Hoz Borja, manager of Edusuerte. De la Hoz said that currently the offer is being evaluated by the evaluation committee and will have until next Friday, August 3 to decide if it meets all the requirements of the tender.
After this date, observations begin to be submitted to the evaluation reports that ends on August 10, then three days later, at 10:00 a.m., will be the award of the contract in the meeting room of the Secretariat of Estate. And to be chosen this only company that was presented, would start on April 2, 2019.
The only company that submit their request at the time of bidding was the same as this one in charge of operations in Barranquilla, Western Services Network S.A. However, both companies (Western Services Network and Superservicios de Nariño) made a marketing agreement with the signature Supergiros so they can make the sale of permanent bets throughout the Atlantic.
It should be noted that the value of the concession this time has a value of $ 47,237 million COP and will be for 5 years. In addition, according to César de la Hoz the exploitation of chance in the Atlantic annually collects $ 12,000 million COP, money that is intended for the health of the people of Atlantis, but also 1% of this figure is given for the administration expenses of Edusuerte.
