The fight against clandestine exploitation and informality in the gambling sector was intensified by Conajzar, dependent on the general management of the Ministry of Economy and Finance, to strengthen public policies for the formalization of gambling in Paraguay.
The actions are framed within Law No. 1016/1997, its amendment 4716/2012, Law No. 6903/2022 and Regulatory Decree No. 938/2023, which establish compliance with the regulations that govern the exploitation of gambling in the country.

In this sense, Conajzar reaffirms its commitment to the eradication of the illegal exploitation of gambling, highlighting the negative effects that this activity has on the mental health of minors and families in general. It also represents a direct detriment to the budget of the Directorate of Charity and Social Aid (DIBEN).
According to Law 1016/1997, CONAJZAR is responsible for the preparation and approval of the terms and conditions for national games, as well as the call for public tenders for their concession, the awarding of the games tendered and the distribution of the fiscal fees. In addition, it proposes to the Executive Branch the appointments of officials related to the supervision of this sector.
The Ministry of Economy and Finance, for its part, is responsible for planning, controlling and supervising games of chance and the activities of the natural or legal persons dedicated to their exploitation, as well as for managing the interjurisdictional relations arising from this activity.
