Thai PM Paetongtarn faces court as Casino project remains on ice

Bangkok, August 21, 2025 – Thailand’s suspended Prime Minister Paetongtarn Shinawatra appeared before the Constitutional Court on Thursday to defend herself against accusations of ethical misconduct. The complaint stems from a leaked phone call with former Cambodian leader Hun Sen, in which she referred to him as “uncle” and allegedly criticized a Thai general overseeing border operations.

The court is reviewing whether her remarks violated standards of official conduct. Paetongtarn argued her tone was a calculated negotiation tactic meant to defuse rising border tensions. The July 1 suspension, following the leak of the call, has left the country without a stable executive at a critical political moment.

This legal drama overlaps with another stalled priority: Thailand’s long-debated casino legalization project. Earlier this year, parliament advanced proposals for a limited number of integrated resorts aimed at boosting tourism and competing with Singapore and Macau. But since Paetongtarn’s suspension, the initiative has lost momentum. Committees tasked with drafting regulatory frameworks have gone quiet, and several international operators who had shown interest in Bangkok and Phuket are now adopting a wait-and-see approach.

Analysts note the connection is more than coincidence. The Shinawatra dynasty has long been associated with economic reforms and liberalization efforts, including gaming expansion. Paetongtarn’s fall from political grace not only risks derailing the casino project but also signals growing hesitation within the Thai establishment about moving forward under conditions of political instability.

Meanwhile, tribal and religious groups opposing casinos have seized on the PM’s suspension to demand a full stop to the project, framing it as symptomatic of “moral decay” in government leadership. Supporters, however, argue that postponing legalization is costing Thailand billions in lost revenue as tourists flock to neighboring countries with established gaming hubs.

Thailand embraces poker legitimacy while casino legalization stalls

With Paetongtarn’s future hanging in the balance, the fate of Thailand’s casino plans is tied directly to the court’s decision. If she is forced out, insiders predict the casino project could be shelved indefinitely. If she survives the case, the debate may resurface, but under much tighter political and ethical scrutiny.
