Macau casino suspicious transaction reports fall 6.1% in 2025, GIF data show

Macau’s Financial Intelligence Office (GIF), under the Unitary Police Service, reported 4,925 Suspicious Transaction Reports (STRs) received in 2025, a 6.1% decline from 5,245 in 2024, according to figures released this week (dated January 12, 2026).

The gaming sector remained the dominant source of filings. Games of Fortune Operators submitted 3,603 STRs in 2025—73.1% of the total—down from 3,837 gaming-related reports a year earlier.

Meanwhile, financial institutions and insurance companies filed 1,008 STRs (20.5%), compared with 1,097 in 2024, and other institutions accounted for 314 STRs (6.4%), slightly up from 311. GIF said the overall reduction was “mainly due to the decrease” in reports from the gaming sector, suggesting fewer flagged patterns—or shifting detection and reporting dynamics—among Macau’s casino operators. The data also highlight the enforcement pipeline: GIF disclosed it disseminated 118 STRs to the Public Prosecutions Office during 2025.

For comparison, it sent 142 STRs to prosecutors in 2024. While the statistics do not specify which sectors those referrals came from, they underline how a subset of reports is escalated for potential criminal review.

Short-term reporting trends also point to moderation late in the year. Industry coverage citing GIF data noted 852 gaming STRs in Q4 2025, down from 895 in Q3 2025 (though above 796 in Q4 2024), reinforcing that the annual decline was not uniform across quarters.
