Horseracing in Colombia: even Coljuegos don´t support it

In 2015 there was an opening to what is supposed to be "the rebirth of horse riding in Colombia" with the San Francisco S.A.S Racetrack located north of Cesar, in the municipality of La Paz.





In this opening the Hippodrome had the support of Coljuegos who was the one who gave them the qualification of being the one who would bring back the horse competitions in Colombia.

However, at the time of starting, it presented serious complications which caused the partners or operators to have to rethink the business that required an initial investment of $ 3,000 million Colombian pesos, which led the concession contract to liquidation and this establishment began to suffer deterioration due to sun and rain, leaving not only lost the establishment along with their recreational scenes and common areas, but also stop generating resources for health.

Later in 2017, Juan Paulo Ovalle, legal representative of the racecourse decided that this was an investment that could not be lost and managed to negotiate with a Mexican company called Grupo Caliente dedicated to the entertainment industry; specifically, the gambling sector, where it stands out for its excellence in the range of services it offers, generating development opportunities for its employees, benefits to the communities where it operates and maximum value to its shareholders.





Company that has structured a growth model based on a policy of continuous reinvestment and geographical expansion. The company to re-establish the racecourse on issues of structure, marketing and other expenses had to make a reinvestment of 3 million dollars.

However, this was closed by order of the departmental administration when receiving a complaint for the alleged making of bets without full requirements in its preoperative part.

This decision was revoked later by the same sectional government, but late because the losses are millions and stopped working. When the fines stopped working, they began to arrive due to the non-compliance of events that were programmed in reference to the test time that is being advanced by the negotiation with the Caliente group.





“The damage is already done. I did a business with a Mexican company called Grupo Caliente, which is the largest in South America in bets, I went to Mexico, I trained the engineers in that country, they imported equipment, antennas, had to do a reinvestment of some 3 million dollars.

When I have all of that and I am in a period of six months of trial, the departmental government gives me the record of initiation, we made trial bets, when I pass that to the Government they tell me that I have not complied with the contract." Said Ovalle

According to the Technical Secretariat of the National Council of Gambling, in August of 2017, meetings at the San Francisco Racetrack were evidenced, in which alleged bets have been placed, as evidenced by some of the events documentaries obtained, even when the fulfillment of all the obligations is not counted.

But despite this, the legal representative of the Ovalle racetrack has all the documents proving the existence of the San Francisco Racetrack contract with the Caliente Group of Mexico, as well as the legal alliance for the operation, technology and training required by the project, which would be connected digitally with a dozen countries, just like the online bets of other sports and games of chance.
