In a press release Nº5, Coljuegos confirmed the appointment of Robert Carrillo as its president.
In 2009, former anti-corruption czar Óscar Ortíz denounced possible irregularities in the process of awarding a contract for close to $5 billion related to the file of the Social Security Institute (ISS), when Carrillo was director of the entity.
However, despite the warnings, the ISS awarded the contract and signed it before steps could be taken to revoke the award, which led to the departure of Carrillo and other ISS officials, by decision of the Ministry of Social Protection.
Carrillo was not penalized or disciplinary sanctioned, which allowed him to reach the Bogotá Council in 2012.
