Nevada’s Casino Industry Fights to Block State Lottery Proposal

A new attempt to introduce a state-run lottery in Nevada is facing strong opposition from the powerful casino industry, which argues that it could disrupt the state's gaming economy. Lawmakers are set to revisit a proposed constitutional amendment that would overturn a 159-year-old ban on lotteries, but history suggests it will be an uphill battle.

The proposal, known as AJR5, was initially approved by both legislative chambers in 2023. However, it requires a second round of approval before it can be presented to voters in 2026. Despite its progress, previous attempts to establish a state lottery in Nevada—over two dozen since 1887—have all failed.

The biggest challenge to the lottery proposal comes from casino operators who dominate the state's gaming industry. They argue that a state lottery could divert revenue from existing gambling venues, impacting jobs and state tax revenues. Casino-backed lobbyists are actively working to prevent the measure from reaching the ballot, fearing it could lead to long-term financial losses for the industry.

Supporters of the proposal believe that a Nevada lottery could provide significant funding for public programs, including education and social services, similar to how state lotteries operate in other parts of the U.S. Proponents argue that the money spent by Nevada residents on out-of-state lottery tickets could instead be reinvested in the local economy.

As the debate intensifies, the outcome of this legislative session will determine whether Nevada voters will have the opportunity to decide on the lottery in 2026. For now, the casino industry is mobilizing its influence to maintain its monopoly on legal gambling within the state.
